Registered tax return preparers lack the credentials to have unlimited rights in representing clients before the IRS. However, to become an Enrolled Agent, one must have the experience, and undergo testing set forth by the IRS that allows them unlimited rights. To become a CPA, one must have at least a bachelors degree and undergo much more extensive testing than an Enrolled Agent.

What is a CPA? A CPA is Certified Public Accountant. CPA's go through the most rigorous testing and have a much wider scope than that of an Enrolled Agent.
What is an Enrolled Agent? An Enrolled Agent is authorized at a federal level by the U.S. Department of Treasury to represent tax payers before the IRS. They specialize in taxes.
What are they authorized to do? CPA's and Enrolled Agents are athorized to represent taxpayers before the Internal Revenue Service and have unlimited rights to do so.
